As part of the Climate and Resilience bill , deputies decided to include the possibility of using calls for tenders for electricity storage. Adopted on April 9, 2021, this text contributes to the idea of ​​facilitating the development of the sector. It is also found in chapter IV, entitled: “Promoting renewable energies”. This is what we are talking about when it comes to electricity storage!

The evolution of electricity storage, essential to the electricity mix 

Barbara POMPILI, Minister of Ecological Transition , recalled that “ the evolution of our electricity mix, which will lead to more renewable energies, will require developing various forms of flexibility to ensure a balance between supply and demand as well as network stability. »

Following on from this declaration, a framework is proposed for the development of electricity storage: using different technologies already proven such as pumping stations, or by focusing on batteries . This is how calls for tenders will be possible to facilitate the development of these technologies.

What are the steps for calls for tenders in electricity storage?

Calls for tenders will be launched as soon as storage capacities no longer meet the objectives of the PPE (Multi-annual energy programming) . This will also be the case when the forecast balance sheets of the electricity transmission network manager (RTE) reveal requests for flexibility.

Offers from companies offering electricity storage solutions will be examined by RTE. Applications will be ranked “according to competitive, non-discriminatory and transparent procedures” . The winners will then be offered a storage capacity remuneration contract .

The implementation of this system will be defined by decree, as soon as the Energy Regulatory Commission (CRE) has given its opinion. Discussions have begun with the Ministry on this system.
